R12: Pick Release is not picking the total Reserved quantity, even though this Quantity is within the Shipping Tolerance Above limit (Doc ID 1930597.1)

Is it expected that if a reservation is explicitly placed against FOUR(4) Lots - each with a certain quantity - say for a total = 1593,
that this entire Quantity will be picked/staged even when the Ordered Quantity = 1000 - AND the FOUR(4) Lot reservation
quantity is WITHIN the defined Shipping Tol Above = 60% (1600) ?

Line 2.1
Ordered Qty = 1000
Reserved Qty = 1593
Shipping Tol Above = 60% (1600)
Shipping Tol Below = 15% (850)

Lot xxxxxxxx_13 = 487
Lot xxxxxxxx_14 = 497
Lot xxxxxxxx_15 = 124
Lot xxxxxxxx_12 = 485

(Observed) Staged
Lot xxxxxxxx_13 = 487
Lot xxxxxxxx_14 = 497
Lot xxxxxxxx_15 = 124
Total (staged) = 1108

Let's look at have placed an Ordered Qty = 1000, the above THREE(3) Lots fulfilled this demand request (totalling 1,108).
Even considering a reservation is placed again Lot "4" (485) is not expected that this additional "485" quantity would also be Staged.
The order/demand has been fulfilled with 3 Lots doesn't need the 4th...even though this would be < 1,600 and within the
Shipping Tolerance Above.
