R12 Project Header Field 'Adjustments Included On Standard Invoice' Is Changed After Updates (Doc ID 1930961.1)

Symptoms

When running the pa_project_pub.update_project, the 'Adjustments Included on Standard Invoice' is changed.  Prior to running the API, the value was set to  ALL at the project level.  After running the API, the value is reset to NONE.  The API seems to be defaulting a value of NO if no value is passed when calling this API.
