Flagged File Imports Hang After applying patch 18598941

On : 12.1.3 version, Patch Management Features

When attempting to import Register Flagged Files with special characters such as @(at sign) ,
the following error occurs.

Internal Server Error
The server encountered an internal error...

The issue can be reproduced at will with the following steps:
1. Log in to OAM (via System Administrator responsibility menu)
2. Select "Site Map"
3. Select "Maintenance"
4. Select "Register Flagged Files"
5. Select "Import"
6. Browse and select a flagged files csv file
7. Select "Import"
