GL Date Errors On Award Mods Before Changes Are Made To Distribution (Doc ID 1932112.1)

Symptoms

GL Date errors on Award Mods before Changes are made to Distribution

Applied the TAS/BETC and CLM RUP4 patches and now experiencing GL date errors on Award mods before any changes have been made to the distribution lines. This is causing a loop which will not allow modifications to awards that contain distribution lines in prior accounting periods.
 

ERROR:
Error: Line 0001, Schedule 1, Distribution 1 - Please enter a GL date that is within an open purchasing accounting period.


Steps to reproduce::
1) Using CLM responsibility, navigate to Buyer Work Center > Awards.
2) Search for an Award that contains distribution lines approved in a prior/closed accounting period. Select it and Create a Modification from it.
3) On the header of the new modification, enter the Modification Effective date, Modification Authority, and the Justification. Then click Save. User receives the below error:

Error: Line 0001, Schedule 1, Distribution 1 - Please enter a GL date that is within an open purchasing accounting period.

4) Click on the Distributions tab, user receives a warning that they must save before continuing.
5) Click save, it brings the user back to the header and the same error:

Error: Line 0001, Schedule 1, Distribution 1 - Please enter a GL date that is within an open purchasing accounting period.

6) The user is stuck in a loop.
