RGRARG When Run FSG Using Segment Override with Dept Code but Null Company Segment, Get "You do not have access to this account" (Doc ID 1932407.1)

On : 12.1.3 version, Financial Statement Generator

When using a responsibility with Data Access Set(DAS) restricting specific company codes, when run the FSG report without using a segment override it works fine.
When run the FSG with segment override, leaving Company Segment blank and entering only the Department Segment, the following error occurs:-

"You do not have access to this account".

The issue can be reproduced at will with the following steps:
1. Using a responsibility with data access set, securing specific company segment.
2. Run the FSG report, and use a segment override for department parent account.
3. Leave the company segment blank.
4. Error message "You do not have access to this account".
