On : version, Knowledge Center

When attempting to publish a content to Knowledge Center or during an import at the server or from a client workstation
the following error occurs.

Communication with a Knowledge Center server failed. Error:There was no endpoint listening at http://<servername>/KContent/ContentTools/FileSystemServiceWCF.svc that could accept the message. This is often caused by an incorrect address or SOAP action. See InnerException, if present, for more details.

The issue can be reproduced at will with the following steps:

1. Launch UPK Developer
2. Publish content from Developer to KCenter
3. Get the error
