"Last Updated By" Wrongly Updated to "1" When Cancelling ASN in Manage Shipments Form (Doc ID 1932766.1)

Symptoms

ACTUAL BEHAVIOR  
---------------
When canceling ASN using the Manage Shipment Form (RCVSHESH.fmb), the Last_Updated_By on RCV_SHIPMENT_LINES is wrongly updated to "1"

EXPECTED BEHAVIOR
-----------------------
The Last_Updated_By on RCV_SHIPMENT_LINES should be updated with the right User_Id

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1-Open Manage Shipment form (Receiving>Manage Shipments)
3-Search for Opened Shipment
4-Choose Tool>Cancel
5-Wait for the Receiving Transactions Processor to run
6-Check last updated by on RCV_SHIPMENT_LINES
Last_Updated_By = 1
7-Check last updated by on RCV_SHIPMENT_HEADERS
Last_Updated_By = <right user id>
