Enhanced Retropay Does Not Prorate Pay When Standard Work Hours Change Mid Pay Period

A retroactive change in Working Hours was made to an assignment record in the middle of a pay period. The employee does get displayed on the "Retro-Notifications Report (Enhanced) - PDF" process, but when Retropay processes, it does not prorate for the partial period. All periods afterward are calculated correctly.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. People > Enter and Maintain > Assignment > Make backdated change to Standard Work Hours
2. Retro-Notifications Report (Enhanced) - PDF > employee is present
3. Retropay (Enhanced) - partial period proration is not done
