Upgrading from 11i to R12.   After upgrading, unable to select Vertex or any other partner from LOV in Tax Partner plugin program, Service Mapping, etc.

The issue can be reproduced at will with the following steps:
1. Go to any of UI or Program with Partner LOV and no values available to select.
