Argentina Withholding Tax Not Calculated For Imported Invoices (Doc ID 1934623.1)

On : 12.1.3 version, Argentina Payables

Argentina withholding tax is not automatically calculated for imported invoices.

Expect to have the withholding tax calculated on imported invoices.

The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Payables - Argentina localization
2. Path: Invoices -> Entry -> Invoices
3. Query an invoice created manually
4. Validate the invoice.
5. Pay the invoice.

Argentina withholding tax is automatically calculated.

6. Path: Other -> Requests -> Run
7. Run the Payables Open Interface Import
8. Query an imported invoice
9. Validate the invoice
10. Pay the invoice

The withholding tax is not calculated.

Cancel the imported invoice, then reenter and validate manually in AP Invoices Workbench using Argentina responsibility.

It seems the issue is for all imported invoices.
The issue is not limited to only projects related invoices.
Nothing has changed.
No upgrade has occurred and no patches have been applied.

For imported invoices, it does look like the ship to location id at the invoice line level is not cascading down to global attribute 3 at the distribution level.
For manual invoices, it looks like the ship to location id at the invoice line level does cascade down to global attribute 3 at the distribution level.

The issue has the following business impact:

Cannot automatically calculate Argentina withholding tax on imported invoices.
