Requestor Receives Multiple Warning Emails With Subject: Warning: Request has already been answered or not asked for NID from different Workflow Mailers

Symptoms

On Oracle Applications 12.1.3 version, Workflow Mailer

Actual Behavior
Once the requestor (Eg.CHO) for the approval was requested more information and after requestor answered by the worklist notification and by email,
the requestor will receive multiple warning emails with subject like warning: request has already been answered or not asked for Notification ID (NID)
from different workflow mailers such as (DEV-PO Approval workflow Mailer,DEV-Requisition Approval workflow Mailer,DEV-Credit Memo Authorization workflow Mailer) at the same time.

Note:
When the answer is provided by both notification and email, then the issue will occur.
The issue does not arise if the answer is either a notification or email.


Expected Behavior
The requestor does not receive multiple warning emails from different mailers.

The issue can be reproduced at will with the following steps:
1. NTH request more information from CHO by worklist notification.
2. CHO answered by worklist notification.
3. Later, CHO also answered by mail
4. CHO will receive multiple warning emails from different mailers.

The issue has the following business impact:
Due to this issue, users are confused about the email.
