The Inventory Remote Procedure Manager Won't Start Failing With Routine AFPEIM encountered an error while starting concurrent manager INVTMRPM (Doc ID 1935017.1)

Inventory Remote Procedure concurrent manager will not start properly.

Symptoms

On 12.1.1 in Production:
The Inventory Remote Procedure concurrent manager will not start properly and errors with:

Routine AFPEIM encountered an error while starting concurrent manager INVTMRPM

The manager has been put on a SYSTEM HOLD to allow the system administrator to address the issue.
When addressed, the "Fixed" button on the Administer Managers screen can be pressed to restart the manager.

The issue can be reproduced with the following steps:
1. Try to launch Inventory Remote Procedure concurrent manager.
2. Check the request log and notice error information as:

Routine AFPEIM encountered an error while starting concurrent manager INVTMRPM.

NOTE:
The manager is not able to start properly.
The manager has been put on a SYSTEM HOLD to allow the system administrator to address the issue.
When addressed, the "Fixed" button on the Administer Managers screen can be pressed to restart the manager.

The issue has the following business impact:
Due to this issue, key concurrent manager is not starting/running properly.

Changes

 The issue started after applying patch 13972521 which gave the file version afptm.lc 120.6.12010000.4 2011/12/14 18:47:47 .
