Configuring EBS Application In OEM 12c Errors With oracle.apps.ebs.amp.oms.fwk.ext.exception.AgentInCompatibleException

On Application Management Pack (AMP) version, Auto discovery:

EBS Plug-in:
EBS App: 12.2.3
DB 4 Node RAC (Exadata)

When attempting to discover the E-Business Suite (EBS) Database nodes, the following error is reported in emoms.log:

oracle.apps.ebs.amp.oms.fwk.ext.exception.AgentInCompatibleException: OMS version is not compatible with agent version on hosts [,,,]

The issue can be reproduced at will with the following steps:
1. Discover the EBS database nodes.

The issue has the following business impact:
Due to this issue, one cannot monitor EBS system from Cloud Control with AMP.
