Why doesn't the RLM Firm demand from 862 consume the forecasted demand from 830?

Summary Of Issue
Set the transit time in the processing rules to 0 days.

Process a 830 planning schedule with forecast demand in weekly bucket of quantity 24011
and date type of "Deliver" and Start Date as 04-AUG-2014 00:00:00
The Horizon dates are 27-JUL-2014 00:00:00 to 26-JUL-2016 23:59:59
The sales order lines are generated with a quantity of 24011 for each week and SO line with
request date 04-AUG-2014 00:00:00.

Now process an 862 shipping schedule with firm daily demand of quantity 4608 and start
date as 04-AUG-2014 00:00:00
Horizon date for 862 schedule are : 29-JUL-2014 00:00:00 to 27-AUG-2014 23:59:59

It is expected that after the shipping schedule is processed, the sales order lines would contain
one line of quantity 4608 (firm demand) and an NATS line of quantity 19403 remaining after
consumption by the firm demand. However it is found that the NATS line is still present in the
order and the firm demand is also present.
