TeleService: Error APP-JTF-210604 Performing Service Request Text Search

Symptoms
Users are unable search for text that contains special characters without using a workaround.
Users are unaware of the requirement to enclose search text with escape characters in order to obtain correct search results.
Steps:
(R) Service
(N) Service Requests > Find Service Requests
1. Perform Summary search using special characters that are considered Oracle ‘escape’ characters.
Text Search => 'Any Word'
Summary
Keywords: ip->i-idinode.idi_blocks >= freed_blocks
=> Error received:
APP-JTF-210604: Program error: Please inform your system administrator or support representative that:
jtf_grid.populate package reports error:
An unexpected error occurred in jtf_grid.populategrid:

2. Perform Notes search using special characters that are considered Oracle ‘escape’ characters.
=> Same error received.
3. Place {} around the special character text and the results are returned:
{ip->i-idinode.idi_blocks >= freed_blocks}
=> Results are retrieved without problems.
What Was Working:
Issue did not occur in 11i.
