Incorrect Rate Calculation After Subsequent Life Events (Doc ID 1935529.1)

On 11i versions in Oracle Advanced Benefits,

When a user makes a change to Health Care Flexible Spending Account enrollments mid-year, the rates are calculated correctly.
When an employee receives a subsequent life event and goes to enrollment to change the enrollment for the Dependent Spending Account plan, the rates shows correctly after the same but the Health Spending Account plan rates changes incorrectly while user didn't change this plan.

The rates are recalculated incorrectly and based on the wrong number of pay periods remaining in that calendar year.

Steps to Reproduce:

Employee enrolled  as of 1-Jan-2013

Employee has life event run on 26-Jun-2013

Employee has life event run on 7-Oct-2013
