In MFS Multiplatform (Build 220.127.116.11.0) Not Able To Upload Counters That Have No History

On : 12.1.3 version, Multiplatform iOS General
Testing new counter functionality on MFS Multiplatform release 18.104.22.168.0, and find that downloading\uploading counter information is not consistent
Expect consistent counter behavior.
select payload from CSM_HTML5_PARSED_DATA where session_id=2875 and sequence=1
result will be a clob and fetch the xml inside....
select * from CSM_HTML5_PARSED_DATA order by creation_date desc;
The issue can be reproduced with the following steps:
Test case 1.
Have three tasks that have counter history. Was able to view counter history and update new reading for one task.
For the other two tasks, the counter icon was not enable on the mobile app.
Test case 2.
Task has no history, Counter icon appears on mobile app,
User add new counter reading and sync.
Receive a parsing error. Query the CSM_HTML5_PARSED_DATA table, in comments field it reads ORA-01722: invalid number”
