When user tries to add a new emergency contact, the following error occurs :
ORA-200001: The mandatory column PER_INFORMATION7 ( also known as Residential Status) has not been assigned a value.
ORA-06512: at "APPS.HR_UTILITY", line 939

Steps to Reproduce
The issue can be reproduced at will with the following steps:

2. Personal Information >
3. Add Emergency Contact >
4. Error Occurs.
