iReceivables "CVV Encryption Failed." Error When Security Code Has Leading Zero (Doc ID 1936218.1)

Symptoms

iReceivables is throwing an error "CVV encryption failed." when attempting to pay an invoice by credit card and the card's security code starts with a leadings zero.

FND Debug Log shows:

iby.plsql.IBY_PAYMENT_ADAPTER_PUB.OraSecureExtension 1 Setting fields from unpacked response
iby.plsql.IBY_PAYMENT_ADAPTER_PUB.OraSecureExtension 1 Response code=IBY_204901
iby.plsql.IBY_PAYMENT_ADAPTER_PUB.OraSecureExtension 1 Response status=3
iby.plsql.IBY_PAYMENT_ADAPTER_PUB.OraSecureExtension 1 Response message=Invalid CVV length.
