R12: IBY/AP: Create Payment Process Profile> Usuage Rule Tab> Internal Bank Account Has No LOV (List Of Values)

When creating payment process profile under Usuage rules tab trying to specify internal bank account upon searching the bank account list of values > results in no data.

Internal bank account LOV should indicate existing bank accounts.

The issue can be reproduced at will with the following steps:
Payables responsibility > Payment Administrator>Payment Process Profiles
Usuage rules>internal bank account>specify
no results found
