ORA-20002 [WF_NO_USER] While Adding Responsibilities To Newly Created Apps Users Who Are Future Dated Employees (Doc ID 1936648.1)

Symptoms

Creating new users on the security user define form with todays start date and assigning responsibilities to them, the start date of the assigned responsibilities is also today's date.

This can be re-produced with the following steps:
1. Defining a new user, fill in the username, pwd, description, responsibility and person within the Security -->User --> Define screen.
2. Once completed, press save which results in:

ORA-20002:[WF_NO_USER] name=xxxxx
orig_system=null orig_system=null has been detected in FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT

Changes

These new users are new employees as well.  As new employees their start date on HR PEOPLE form is dated with a FUTURE start date.  Patch 5121512 suggested in the solution in <Note 406600.1> was already applied.  Hence it is not a codes issue for this case.
