Unable To Create Credit Card Orders Via OE_ORDER_PUB.process_order (Doc ID 1937258.1)

Symptoms

On : 12.1.2 version, Transaction Entry

When attempting to use the OE_ORDER_PUB.process_order AP to create an RMA with a credit card,
the following error occurs.

ERROR
-----------------------
message is: Unable to set up a Credit Card Bank Account for the
Customer.

Credit Card information on the order is not valid.
message index is: 1
message is: Unable to set up a Credit Card Bank Account for the
Customer.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Use the OE_ORDER_PUB.process_order AP to create an RMA with a credit card
3. See error in log file

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the OE_ORDER_PUB.process_order AP to create an RMA with a credit card.
