Only see default values indicating that Macros have not run after migrating from Desktop ADI to WebADI

This can be re-produced with the following steps:
1. Migrating from Desktop ADI to WebADI and when trying to view the output of a report in Excel:
Navigation: Report Manager > View Requests > Completed Requests > Output > View Report Now > Output Type (Excel) > Click Yes (ActiveX prompt)
2. The result is that Excel opens but the user sees only default values indicating that Macros have not run.

The Desktop Platform is:Windows 7 Enterprise SP1, Office 2007 Sp3, Internet explorer 9 (all 32 bit).
The user confirms that the following (required) configuration has been completed:
a) IE: Set "Initialize and script ActiveX controls not marked as safe for scripting" to "Prompt".
b) Excel: 'Disable all macros with notification' is checked.
c) Excel: 'Trust Access to the VBA project object model' is checked.
