R12: PAXPREPR Personalization Not Working on Projects Form Block KEY_MEMBERS with RAISE FORM_TRIGGER_FAILURE (Doc ID 1938274.1)

Goal

A personalization made on the Projects form to avoid duplicate entries on the key members in 11i, does not work anymore on 12.1.3 with the same setup.

The Personalization is triggered :
         Trigger event : WHEN-VALIDATE-RECORD
         Trigger Object: KEY_MEMBERS
         Condition: <sql code to check duplicate roles> AND :SYSTEM.RECORD_STATUS in ('CHANGED', 'NEW', 'INSERT')
with the Actions:
         # Action 1 : A form Message
         # Action 2 Type: Built in
         with Built in Type: RAISE FORM_TRIGGER_FAILURE

But, it appears that the record is saved as the second action is never raised.
