The Saudi Legislation is not used

When performing the upgrade from 12.1.3 (with HR RUP7) to 12.2 - using the merged driver (10124646 + 18007406[CUP5] + other recommended patches after CUP 5 as per <Note 1448102.2>) , the patch errors at pysagupudt.ldt with the following error
