AES "File Customs" Action Failing When Involved Party Includes Dashes in Phone Number

When attempting to File a Customs Shipment with Involved Party that has a Phone number that contains dashes (44-28-41761575) via Custom Shipment > Actions > File Customs action,
the following error occurs in the AES response.
ES1:INTERNAL TRACKING NUMBER(ITN) 970 F SHIPMENT REJECTED; RESOLVE & RETRANSMIT
N02:ADDRESS LINE 1 AIRLINE CENTRE 325 F ULT CONS CONTACT PH# MUST BE NUMERIC ( ERROR SEGMENT:N3 )
