UPK Context Sensitive Help Not Working For Siebel With SSL Termination (Doc ID 1938635.1)

Symptoms

Customer Statement:

Scenario:
UPK context-sensitive integration for Siebel (Open UI).

The Siebel application uses SSL Acceleration through the load balancer. For this, EnforceSSL is set to TRUE.
The UPK content is hosted on a dedicated Web server, accessible through HTTP. The Siebel server is located at a different Web server, accessible through HTTPS.

Issue:
When launching the custom help menu through url

 https://<siebel-web-server>/emedical_enu/upk/siebel7_ias_agent.html?language=ENU

the page opens blank, and the browser signals an invalid HTTPS certificate.

This is tested and observed with Chrome and IE.
This happens for both HI mode and Open UI.
This happens for all users.

The custom Help menu functionality was integrated based on Patch 18104838.


Environment:

Expected Behaviour:
--------------------
A popup should open and link to http://<upk-web-server>/siebelcontent/enu.


Actual Behaviour:
--------------------
The browser page stays blank.
