"Unable to release over total amount" Error with “Release Total Amount” Action on OB Line for Lines Having Release Quantity as 0

Symptoms
When attempting to use the action “Release Total Order Amount” for an OB line with Packaged Count not 0 and Release Count = 0, the following error occurs.
ERROR
-----------------------
Unable to release over total amount.
The issue can be reproduced at will with the following steps:
1. Search OB line having the PACKAGED COUNT value as not 0 and RELEASED COUNT as 0
2. Result screen will be populated
3. Select the OB line and Click on Actions.
4. Click on Release Total Order Amount Action.
The following error message appears: “Unable to release over total amount.”
