Find that the Personal Information under My Account is not always displayed on the page when applying for a job.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Navigate to IrcVisitor.jsp page.
2. Log in as external candidate.
3. Search for jobs.
4. Click Apply Now for job.
5. See that Personal Information is not displayed.
