java.lang.SecurityException: class Error Generating DBC File From Txk_integration_packager.xml (Doc ID 1938729.1)

Symptoms

Error Generating DBC file from txk_integration_packager.xml:

[java] Exception in thread "main" java.lang.SecurityException: class "oracle.apps.fnd.common.Const"'s signer information does not match signer information of other classes in the same package


This can be re-produced with the following steps:
1. Following section 4.3.2 of <Document 1321776.1> - Integrating Oracle E-Business Suite Release 12 with Oracle BPEL in Oracle SOA Suite 11) and section 2.3.2 of <Document 755067.1> - Using Oracle BPEL 10g with E-Business Suite Release 12.1.1 in order to integrate OTM environment with EBS R12.1.3 environment. The combined documents are required due to using SOA 10g in OTM  instead of SOA 11g, as suggested for use with EBS 12.1.3.
2. The sections in question involve collecting "the SOA Artifacts and Utilities on the Oracle E-Business Suite Installation for Deployment" into a "xxxxx.zip" file using the "ant" command. The "ant" command completes successfully when NOT generating a DBC file, but fails with the following error when generating a DBC file via the "-DgenDBC" command line option:
