Notifications Stuck In WF_NOTIFICATION_OUT With Server returned HTTP response code: 500 (Doc ID 1939237.1)

On the Workflow Mailer,
there are around 7100 mails stuck in the WF_NOTIFICATION_OUT queue table.  The mailer log file shows the following error:

Server returned HTTP response code: 500 for URL: http://<Server_Name@Domain>:<porNumber>/OA_HTML/cabo/images/t.gif
wget http://<Server_Name@Domain>:<porNumber>/OA_HTML/cabo/images/t.gif is able to connect

The issue can be reproduced at will with the following steps:
1. Create a new notification in functional modules
