Issue With Employee Social Security Quota When Paid Minimum Wage in Economic Zone B (Doc ID 1939259.1)

 On :  12.1 HRMS RUP7 version, Payroll - General

According to the 36th article of the social security law employers must pay the corresponding  SS quota of the employees who have a daily wage equal to one minimum wage.
We have an employee whose daily wage is one minimum wage and the  EE social security quota is being calculated and it shouldn't  
In this case the ER SS Quota must consider both the employers quota amount and the employees quota amount.

The ER SS Quota to include the employee SS Quota as the employee only has 63.77 in earnings

The issue can be reproduced at will with the following steps:
1. Run Payroll For employe with daily wage = Minimum Wage
2. Go to Mexico HRMS Manager > View > Payroll Process Results > Query Employee with minimum Wage > Query Social Security Quota EE element
3. This Issue is reproduced for every employee whos daily wage is the same as the Mexico's Minimum Daily Wage - Economic Zone B

The issue has the following business impact:
Due to this issue, if SS quotas are incorrect the business can be fined if there is a SS Inspection.
