Element Entry Not Auto Populated For Collective Agreement If Entitlement Criteria Value = Null (Doc ID 1939621.1)

Symptoms

On : 12.1.3 version, Element Types, Links, Entries

ACTUAL BEHAVIOR
---------------
Upgrading from 11.5.10 to R12
Using collective agreements and entitlements.
Some of the entitlements used “Null” as a default value in the element's Input Value
When assigning the relevant collective agreement to an employee, the element entries are not created.


EXPECTED BEHAVIOR
-----------------------
When assigning the relevant collective agreement to an employee, the element entries are auto created and the HR manager replace the “null” for those specific entries with the correct value.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Employee assignment -> Collective Agreement
2. Ensure the CA is there
3. Go to Element Entries
4. There is no Element entry created
