On : 12.1 HRMS RUP6 version, US Payroll - General

ACTUAL BEHAVIOR
---------------
When changing the final process date on a termination record, the tax records are then corrupted. The SUI State is missing and the Effective dates are missing

EXPECTED BEHAVIOR
-----------------------
When the Final Process Date is removed, the tax records should open back up correctly with the valid records based on the resident and work location addresses

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. When Final Process date is modified,
2. Tax record is not populated:
3. To process the settlement check for a terminated employee, we need to update the Final process date.
4. When the Final process date is modified, the Tax record is invalid. Does not have any data populated.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot pay these terminated employee's a settlement check
