APP-PAY-07276 Dynamic SQL For DB Item Failed: ORA-20001 When Doing Adjust Tax Balance For Terminated Employee Who is Part of a Tax Group (Doc ID 1939762.1)

Symptoms

On : 12.1.3 version, US Payroll - General

When attempting to enter Tax Balance Adjustment for a terminated employee who is part of a Tax Group, the following error occurs.

Note: The adjustment is being keyed in between the term date and the final process date.

Database item requires context TAX_UNIT_ID to be set


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Employee is terminated. Employee is part of a tax group that has worked effectively for years.
Actual 01-AUG-2014
Last Standard Process date 01-AUG-2014
Final Process Date 23-AUG-2014

Date track to 09-AUG-2014 and receive the following error message on the Adjust Tax Balance form.
APP-PAY-07276: Dynamic SQL for DB item failed : ORA-20001:
Database item requires context TAX_UNIT_ID to be set

If the term is reversed, the balance adjustment works fine.

If there is NO final process date, the save on the PAYUSTBA works fine.
If there IS a final process date, it returns the error.

When the EE's are active (not termed), we do not get the error. When they are termed, we do.
