Service Charges: Error When Submitting A Return Line To Order Management - This Item Is Not Under Lot Control

When attempting to submit Charges in the Service Request form, the following error occurs.
This item is not under lot control
(SQLERRM=ORA-00060: deadlock detected while waiting for resource ORA-6510: PL/SQL: unhandled user-defined exception)
Steps to Replicate
(N) Service Requests > Find/Create Service Requests
- Query SR
- Click on Charges tab
- Enter Item that is not lot controlled
=> The error above is displayed.
What is/was Working:
This error was first seen in Depot Repair when a Return line is submitted for an Item Instance that has a lot number and the item is no longer lot controlled.
This error was not encountered in Release 220.127.116.11.
