R12 Localization : TaxPayer_id Neither Ship_To_Location_id Are Defaulted From AP_INVOICE_LINES_INTERFACE (Doc ID 1940160.1)

Symptoms

On : 12.1.1 version, Open Interface and Inv Import

The importing of global_attribute3 and global_attribute_category is working fine but it is populate at the AP_INVOICE_LINES_ALL table and it must be populated at AP_INVOICE_DISTRIBUTIONS_ALL table.
Expect to have the global_attribute3 imported to the AP_INVOICE_DISTRIBUTIONS_ALL table.

The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Payables - Colombia localization
2. Path: Other -> Requests -> Run
3. Run the Payables Open Interface Import (APXIIMPT)

The importing of global_attribute3 and global_attribute_category is working fine but it is populate at the AP_INVOICE_LINES_ALL table and it must be populated at AP_INVOICE_DISTRIBUTIONS_ALL table.
This is the first time the user uses the interface for this purpose.

WORKAROUND: Enter the value manually in the Invoice Distribution GDF after importing the invoice.
Note: The global attributes are populated but at ap_invoice_lines_all not at invoice_distribution level.

The issue has the following business impact:
Need this information to calculate the municipal taxes.
