Patch 19507770 Payroll Q3 2014 Causes Package PAY_US_SPWL To Be Invalid On 10g Database

Symptoms

On : 12.1.3 RUP 7version with Database 10.2.0.4,

It is observed that after applying the 2014 Q3 payroll patch 19507770 on a 10G database, the package PAY_US_SPWL is left invalid
When attempting to compile it, the the following error occurs.

The issue can be reproduced at will with the following steps:


1. Apply the 2014 Q3 payroll patch 19507770 on an instance with a 10G database
2. Observe that the package PAY_US_SPWL is invalid

Due to this issue, the instance is left with an invalid package and the invalid package will prevent the new State Wage Listing report from running
