Unable To Configure 'Determine Tax Applicability' Rules As Per Solution In Doc 764297.1 (Doc ID 1940198.1)

Symptoms

On : 12.1.3 version, Tax Set Up

In an upgraded R12 environment, for the upgraded tax regime, you need to make Tax Not Applicable for specific inventory items (such as FREIGHT).

Trying to follow the solution in (Doc ID 764297.1).

You have completed the preceding steps, up until the Rule Results step, in which the created rule's Applicable Tax option is set to 'Not Applicable.'
You have only been given the choice of 'Applicable' (also, the Default setting for Determine Tax Applicability is 'Not Applicable' at the Tax Rules page).
If you continue with selecting 'Applicable' at Rule Results, you Receive the following error at the Rule Sets Step:

Please enter a valid tax regime code. At least one of the associated determining factors contains a determining factor class that has a fiscal classification of Party, Product - Inventory Linked, or Transaction Type, with at least one specific tax regime associated with it.

You are using the Taxware file for rates, but no service subscription.
The Tax you are working with is STATE (Allow Tax Rate Rules is checked) with a Global Configuration Owner.

Queried the STATE Tax + [Upgraded OU containing Tax information] Configuration Owner.
The STATE tax is shown at the Direct Tax Rate Determination rule type with Determining Factor Set Name to STCC and is enabled, but not able to set the Determine Tax Applicability default.
