When using assignment manager to assign Depot Repair tasks, not all expected resources are coming up as results, based on the territory setup

Expect resources to come up from territory setup
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create repair order with a 'task' mode repair type
2. Enter task
3. Open assignment manager for the assignee
