Symptoms

Found Several employees receiving error when trying to enroll in benefits through self service:

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-20001: BEN_91723_NO_ENRT_RT_ABR_FOUND: N, PROC, ben_element_entry.get_abr_assignment, N, ACTY_BASE_RT_ID, , N, EFFECTIVE_DATE, 10/21/2014

 Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1. Go to responsibility Employee Self-Service > Benefits.
  2. Navigate to the Update Benefits page for Open enrollment.
