No Receiving Transactions Created after Work Confirmation has been Approved (Doc ID 1940963.1)

ACTUAL BEHAVIOR

After Workflow Confirmation Approval, there is no data in Receiving Transactions table.
When checking the Purchase Order in Find Receiving Transactions form, the system returns APP-PO-14094 No records meet your search criteria
However, when checking the Approval Status in RCV_SHIPMENT_HEADERS and RCV_SHIPMENT_LINES tables we can observe the column APPROVAL_STATUS is APPROVED

EXPECTED BEHAVIOR

Expect if a Work Confirmation is approved, and RCV_SHIPMENT_HEADERS and RCV_SHIPMENT_LINES APPROVAL_STATUS is APPROVED, then Receiving Transaction records are created in RCV_TRANSACTIONS table

STEPS

The issue can be reproduced at will with the following steps:
1. Create a Work Confirmation
2. Approve the Work Confirmation
3. RCV_SHIPMENT_HEADERS and RCV_SHIPMENT_LINES APPROVAL_STATUS is APPROVED
4. No Data in RCV_TRANSACTIONS exists for the related PO
