Getting Error Using API to Allocate Batch, and on Form Getting Error, "Cannot Lock Inventory"

When using the API to try to allocate a batch, for one of the orgs the API is ending with the following error
ERROR in gme_api_pub.save_batch Batch:0257495 Line:FS S2
While doing manual allocation on the form, user is getting the following error
Cannot Lock Inventory
