ACTUAL BEHAVIOR

On cancelling the settlement the settlement status becomes in process as well as make the records non available in repository form

EXPECTED BEHAVIOR
-----------------------
Expects the settlement status should not be in process as well as the records should be queried without checking the "Settled" flag

STEPS TO REPRODUCE
-----------------------
1. Navigate to settlement form and give details
2. Cancel settlement
3. Navigate to repository form and query the records

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot perform settlement
