Not Able To Upload The PO Lines Data Through 'Update With Excel' Option In Buyer Work Center (Doc ID 1941294.1)

On Applications 12.2.3 :
When attempting to add new lines with valid item to an existing PO using WebADI , the following error occurs.

-- Error
"Item number is invalid"


If upload the data without Item number, message shows record uploaded successfully and concurrent request has been submitted for view excel Import status, which getting completed with warning.

Applied the following patches and still the issue persists :

Patch 19630636:R12.PO.D
Patch 18634595:R12.PO.D
Patch 18757988:R12.PO.D
Patch 18813810:R12.PO.D

Please note that this is an upgraded instance from 11.5.10.2 to 12.2.3

 -- Steps
The issue can be reproduced at will with the following steps.
1. In Oracle Purchasing > BWC Order
2. Create PO manually in Buyers work center
3. Navigate to Lines tab and click on 'Update with Excel' option to upload the mass PO lines , which is opening the WebADI.xls file on desktop.

Able to enter the data and select the field values wherever applicable but not able to select Item Number and Item description from list of Values in Excel sheet. if we give the valid item and its description and try to upload the file to oracle, throwing error that Item is invalid. If we try to upload the data without Item number, message shows record uploaded successfully and concurrent request has been submitted for view excel Import status, which getting completed with warning.
