RCVOTLR Retrieve Time from OTL Error In Progress in Table HXC_TRANSACTIONS (Doc ID 1941631.1)

Retrieve Time from OTL (RCVOTLR) process has been stopped midway.
After service are restarted RCVOTLR  completes in error stating process is already running.
Records are stuck IN PROGRESS in table hxc_transactions
This IN PROGRESS record causes error in next "Retrieve Time from OTL (RCVOTLR)" run.
A datafix has to be run on hxc_transactions to set the IN PROGRESS to ERROR so that the next "Retrieve Time from OTL (RCVOTLR)" works successfully again

Expect no issue occurs in "Retrieve Time from OTL (RCVOTLR)" when the program is running at the time the application services are stopped

The issue can be reproduced at will with the following steps:
1) Scheduled RCVOTLR program that's supposed to start at 5:00 PM. Previous run was not in error.
2) DBA stopped the application services at 5:14 PM. The database stayed up and the RCVOTLR program continued running.
3) Application services were restarted at around 5:29 PM
4) RCVOTLR completed in error at 5:56 PM. Same error as reported:

Your request could not complete because an earlier request is still being processed. Either submit your request later, or contact your system administrator.
