Why Does Geocode Upgrade Manager Not Perform Updates it Indicates in Report?

After running the Geocode Upgrade Manager process in "UPGRADE" status, it indicates that there are employees with updates being performed on their primary city, but it is found NO updates are actually performed to the City name in the employee's address.

Why is the report showing these changes if no change is actually made?
