Test Mailer Error "javax.net.ssl.SSLHandshakeEx Ception: Com.ibm.jsse2.util.g: PKIX Path Building Failed"

On: 12.1.3 version, Workflow Mailer, using the "Test Mailer" in the Workflow Manager to send a test email,
geting error:

"javax.net.ssl.SSLHandshakeEx ception: com.ibm.jsse2.util.g: PKIX path building failed"

Can only receive a PLSQL Message.

The Workflow logs show the following errors:

erImpl could not build a valid CertPath.; internal cause is:
  java.security.cert.CertPathValidatorException: The certificate issued by ................ is not trusted; internal cause is:
  java.security.cert.CertPathValidatorException: Certificate chaining error

The issue can be reproduced at will with the following steps:
1. Send a test email notification from OAM.

The issue has the following business impact:
Due to this issue, users are not receiving notifications that contain framework regions.
