User Is Unable To Enable Collection Plan Security (Doc ID 1942579.1)

User is trying to implement Collection Plan Security. He has set up the User Groups, assigned responsibilities, linked them to specific collection plans and added users. Why can other users see all of the collection plans even though they should see no plans or only see a specific plan or plans?
