Checklist Allocation - When Manually Allocated Checklist Category Cannot be Assigned Correctly (Doc ID 1942813.1)

On :  12.1 HRMS RUP6 version, Core HR - General

ACTUAL BEHAVIOR

When trying to allocate a checklist manually if the checklist subject has no previous Checklists allocated - there is no 'add checklist' button available.
So the user cannot add a checklist manually to the correct category.

 If the subject has previous checklists, the user is only able to manually add checklists of the same category that have previously been allocated.

 
EXPECTED BEHAVIOR

It should be possible for a user to manually add a checklist

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Checklist Setup Page – Checklist “Clearance Checklist” has Checklist Category = Off Boarding

2.Manually Assign Clearance Checklist to an employee;

3. There is no Off Boarding category to assign to add it
